2011 Adopted E-B-M AMP

Orange County adopted the 2011 E-B-M AMP on November 15, 2011. An Access Management Plan is a proposed long range master plan of possible new roads & connections to existing roads and helps maintain the transportation network as area develops over time. This adopted plan is currently being updated through an extensive public involvement process. 2017 Transportation Study

On January 2015, the County commissioned Volkert Inc., for an independent transportation study to determine the engineering feasibility the possible roads proposed in the 2011 adopted E-B-M AMP. Volkert Inc., - with Pilot Environmental Inc. - conducted a thorough existing conditions assessment, analyzed the development potential of the area, and evaluated potential traffic impacts. They verified where new roads and intersection improvements would be possible and required due to the increase in traffic brought on by future development. The study was completed in 2017, but no formal action taken by the County. Here is a copy of the full report.

Planning Process

Community Meeting - August

The 2011 adopted E-B-m AMP is being updated through an extensive public involvement process starting with a community meeting in the planning area. On August 28, 2018 Orange County Planning Department held a Community Meeting at Gravelly Hill Middle School from 4:30 – 6:30 pm. The meeting was located within the planning area. County mailed out over 700 notices to property owners in and around the planning area informing them of the meeting and how they can be involved in the plan. Here is all the information presented at the meeting.

Members of North Carolina Department of Transportation, Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, City of Mebane, Orange County Commissioners and an estimated 100 residents and business owners n and around the planning area attended this meeting.

Draft Plan Review & Public Meetings - September

Public involvement continued into the first round of public meetings on the Draft E-B-M AMP update. The new E-B-M AMP was drafted using all public comments, original 2011 adopted plan, and 2017 Transportation Study. The Draft Plan was made public as part of the September’s Planning Board and Orange Unified Transportation (OUTBoard) review and posted on the website. While no notices were mailed to property owners for these meetings, all documents were made available online through the County’s website as matter of public record.

Draft Plan Recommendation & Public Meetings - October

On September 20, 2018, in an effort to ensure continued public participation throughout the planning process and allow everyone sufficient time to review the draft, County mailed out notices to over 1000 property owners in and around the planning area inviting them to October’s Planning Board and OUTBoard meetings, where the advisory boards were asked to provide comments and recommendations on the Draft E-B-M AMP. Below is all the information regarding October’s public meetings, along with advisory board’s actions.

Public Hearing - November

On October 17, 2018, County mailed out another round of notices to over 1000 property owners in and around the planning area inviting them to November Public Hearing. However, the Board of County Commissioners continued the public hearing to February 5, 2019 in order the plan to address the impact this plan may have on the Economic Development Districts.

A public hearing on the updated Draft E-B-M AMP has been schedule for February 5, 2019 at 7:00 p.m.at the Richard Whitted Meeting Facility, 300 West Tryon Street, Hillsborough, NC  27278. The following is information that will be presented at the meeting.

The Public Hearing was closed and the plan is scheduled for Board action on March 7, 2019.
