Orange County Board of Commissioners
Business Meeting Agenda for October 5, 2021

Due to current public health concerns, the Orange County Board of Commissioners will be conducting a virtual business meeting on October 5, 2021.  Members of the Board of Commissioners will be participating in the meeting remotely.  Members of the public will be able to view and listen to the meeting and have the opportunity to provide public comment.  The public may submit written comments by sending an email to ocbocc@orangecountync.gov.   Individuals who wish to speak must pre-register using the instructions included in the agenda.
 
As in prior meetings, the meeting will be streamed in real-time on the County’s website for public viewing/listening at http://www.orangecountync.gov/967/Meeting-Videos. There will also be real-time broadcast on Spectrum Cable and video-recording for future television broadcast and reference on the County’s website.

4.  Proclamations/ Resolutions/ Special Presentations
a.  Hispanic Heritage Month
The Board will consider approval of a proclamation designating September 15 through October 15, 2021 as Hispanic Heritage Month in Orange County.
 
6.  Regular Agenda
a.   Presentation of Final Report from the BOCC Elections Advisory Group (BEAG)
The Board will receive the Final Report on the Process for Electing County Commissioners in Orange County from the BOCC Elections Advisory Group and provide direction on next steps.
b.   Longtime Homeowner Assistance (LHA) Program
The Board will consider approving the implementation of the proposed program design for the Longtime Homeowner Assistance Program.
c.    Durham-Chapel Hill-Carrboro Metropolitan Planning Organization 2050 Metropolitan Transportation Plan
The Board will receive a presentation from Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO) staff on the 2050 Metropolitan Transportation Plan (MTP) Alternatives Analysis and offer comments. 
d.    Proposed Performance Agreement Provision Requiring that Non-profit Organizations Receiving Funds through the County’s Outside Agencies Process Provide the Opportunity for Public Comment at Regular Meetings
The Board will consider approving a proposed Performance Agreement provision requiring that non-profit organizations receiving funds through the County’s Outside Agencies Process provide the opportunity for public comment at regular meetings.
 
7.   Reports
 a.   Orange County Partnership to End Homelessness – 2021 Data Update
The Board will review updated data about homelessness in Orange County submitted to the United States Department of Housing and Urban Development (HUD) earlier this year.

Members of the public may provide written public comment by submitting it to the ocbocc@orangecountync.gov email address. The Orange County Board of Commissioners, County Manager, County Attorney and Clerk to the Board, will be copied on all of the emails that are submitted.

Members of the public will be asked to contact the Clerk to the Board using the email address ocpubliccomment@orangecountync.gov no later than 3:00 PM on the day of the meeting and indicate they wish to speak during the meeting.
 
When submitting the request to speak, include the following:
•           The date of the meeting
•           The agenda item (example: 4-a) you wish to speak on
•           Your name, address, email and phone number
 
Prior to the meeting, speakers will be emailed Zoom access information and instructions on how to make comments during the live meeting.
