State HOPE rental assistance program accepting applications through Dec. 17, EHA available ongoing

The State Housing Opportunities and Prevention of Evictions Program (HOPE) application process closes at 6 p.m. on Friday, Dec. 17. HOPE provides rent and utility assistance to low-income renters that are experiencing financial hardship due to the economic impacts of COVID-19. The program helps prevent evictions and utility disconnections to promote housing stability during the ongoing pandemic.

Anyone who is late on rent or utilities is encouraged to apply before Friday at 6:00 p.m. on the HOPE website, https://www.rebuild.nc.gov/hope-program, or via the HOPE Call Center, (888) 927-5467.

The Orange County Emergency Housing Assistance (EHA) program will continue to be available for rent and utility help for people living in Orange County. To be eligible for EHA, residents must have low incomes, have an urgent need for housing assistance related to the pandemic and lack adequate resources to cover the cost of their housing need.

Board approves second round of ARPA projects


The Federal American Rescue Plan Act (ARPA) provides direct allocations to local governments. Orange County is designated to receive approximately $28.8 million. The first drawdown of approximately $14.4 million was approved by the Board of Commissioners through a budget amendment on June 1, 2021. The second drawdown was approved Dec. 14, 2021.

ARPA funds must be obligated by Dec. 31, 2024, and must be fully expended by Dec. 31, 2026. ARPA funds are intended to broadly address the negative impacts of the COVID-19 pandemic on individuals, government agencies, organizations and small businesses. Funds can be used to:

  • Address Negative Economic Impacts
  • Support the Public Health Response to COVID-19
  • Provide Premium Pay for Essential Workers
  • Improve Water and Sewer Infrastructure
  • Improve Broadband Infrastructure
The Orange County Board of Commissioners will ultimately determine how the county spends its funds. To learn more about how these funds are being used in Orange County, please visit the ARPA web page.

County Government Academy returns in 2022


The Orange County Government Academy will return in 2022 after a two-year COVID hiatus. The academy educates citizens about the many services and programs Orange County Government provides its residents. The course is open to all county residents aged 16 and older and meets every other Tuesday in the winter/spring, beginning at 6 p.m.

The 2022 cohort will begin February 2022 in a combined virtual/physical format. Please visit the schedule page for the complete schedule of presentations.

Faculty from the School of Government at the University of North Carolina-Chapel Hill will teach an overview class on the role of counties in the intergovernmental system. Orange County staff will discuss the services provided by their departments. Students also receive behind-the-scenes tours of county facilities, if circumstances allow.

The 2021-22 Grassroots Arts Program for Schools is open!

This program helps fund arts experiences for schools and is open to school systems, individual schools and PTA/PTO groups. All schools must reside within Orange County.

TIMELINE:
  • Tuesday, Dec. 7: Application Period open
  • Friday, Jan. 7: Applications due by 11:59 pm
  • No later than Friday, Jan. 14: Applicants will be notified
  • All projects must take place before June 30, 2022

Funding Guidelines

Grassroots Arts Program funds may be used for expenditures to conduct quality arts programs in public or private schools. Typical uses of Grassroots money include program expenses such as professional artists’ fees and travel, space rental, advertising, marketing and publicity, website and electronic media, scripts, costumes, sets, props, music and theater equipment rental.

Schools wishing to hire teaching artists or in-school (in-person or virtual) performances are encouraged to utilize the following partner resources:

  • Durham Arts Council’s CAPS Artist Directory
  • United Arts Council of Raleigh and Wake County’s Artists in Schools Directory

Q&A sessions planned for human services outside agencies funding process for 2022-23


Orange County, the Town of Carrboro, and the Town of Chapel Hill's Joint Human Services/Outside Agencies Funding Application for FY2023 is available. Applicants must download the application and requested worksheets and complete them electronically. Handwritten or late applications are not accepted.

Special  Exhibit - North Carolina Museum of Art
Art Nouveau Visionary Alphonse Mucha (1860–1939) was one of the most celebrated artists in Paris at the turn of the 20th century. Influential in the art nouveau movement, he created sumptuous posters and advertising that transformed the streets of Paris into open-air art exhibitions.
