Business Meeting Agenda for February 1, 2022


Due to current public health concerns, the Orange County Board of Commissioners will conduct a virtual business meeting on February 1, 2022.  Members of the Board of Commissioners will participate in the meeting remotely.  Members of the public will be able to view and listen to the meeting and have the opportunity to provide public comment.  The public may submit written comments by sending an email to ocbocc@orangecountync.gov.   Individuals who wish to speak must pre-register using the instructions included in the agenda.
 
As in prior meetings, the meeting will be streamed in real-time on the County’s website for public viewing/listening at http://www.orangecountync.gov/967/Meeting-Videos. There will also be real-time broadcast on Spectrum Cable and video-recording for future television broadcast and reference on the County’s website.

4.  Proclamations/ Resolutions/ Special Presentations
a.  Presentation of Annual Comprehensive Financial Report for FYE 6/30/2021
The Board will receive the Annual Comprehensive Financial Report (ACFR) for the fiscal year ended June 30, 2021 and approve a Local Government Commission (LGC) Amended Audit Contract. The LGC contract amendment only changes the report issuance date from October 31, 2021 to January 31, 2022, with no change in the audit fees.
 
6.  Regular Agenda
a. Resolution of Approval – Conservation Easement on Draper-Savage Memorial Foundation (Moorefields) and Approval of Budget Amendment #7-A
The Board will consider a resolution to approve the purchase of and acceptance by Orange County of conservation easement(s) and trail easement for Draper Savage Memorial Foundation (Moorefields) property, and approve Budget Amendment #7-A.
 
7.  Reports
a. Orange County Crisis/Diversion Facility – Updated Progress Report by the Orange County Behavioral Health Task Force and Special Recognition of Tony Marimpietri
The Board will receive updated information from the Crisis/Diversion Facility Subcommittee of the Orange County Behavioral Health Task Force, and express special recognition to Tony Marimpietri, the Chair of the Subcommittee, who has worked countless volunteer hours to expertly guide the planning process for the proposed behavioral health facility.
b.  Regulation of Large Gatherings
The Board will receive information regarding a means of regulating large gatherings in Orange County.

d.  Applications for Property Tax Exemption/Exclusion

Members of the public may provide written public comment by submitting it to the ocbocc@orangecountync.gov email address. The Orange County Board of Commissioners, County Manager, County Attorney and Clerk to the Board will be copied on all of the emails that are submitted.
 
Public Comment – Verbal
(for Items not on the Agenda, Agenda Items and Public Hearings)
 
Members of the public are asked to contact the Clerk to the Board using the email address ocpubliccomment@orangecountync.gov no later than 3:00 PM on the day of the meeting and indicate they wish to speak during the meeting.
 
When submitting the request to speak, include the following:
•           The date of the meeting
•           The agenda item (example: 4-a) you wish to speak on
•           Your name, address, email and phone number
 
Prior to the meeting, speakers will be emailed Zoom access information and instructions on how to make comments during the live meeting.
