Tax office reminds residents it's time to pay property taxes


Orange County Tax Administrator Nancy Freeman reminds Orange County property owners that it is time to pay property taxes. Tax bills were mailed in early August and were due Sept. 1, 2022.

The grace period to pay before interest is added ends on Thursday, Jan. 5, 2023. Interest in the amount of 2% will be added immediately, and 0.75% interest will be added on the first of each month thereafter until the taxes are paid.  Unpaid bills are considered delinquent after Jan. 5, 2023, and subject to collection methods.

Not receiving a property tax statement does not relieve the property owner from paying property tax and/or interest applied for late payments. Anyone who has not received a tax statement may contact the Tax office to request one at 919-245-2100.

Please bring the bill when paying in person. The Tax Office is open from 8 a.m. to 5 p.m. Monday through Friday. The office is located on the second floor of the Gateway Center at 228 S. Churton Street in Hillsborough. Enter the building through the west doors facing the parking deck. Checks should be made payable to Orange County Tax Collector.

When paying by mail, include the bottom portion of the statement and retain the top portion of your statement. If a receipt is needed, please include a written request with your payment. If you do not have your coupon, please mail your payment to the Orange County Tax Office, PO Box 8181, Hillsborough, NC  27278.

All mailed payments must be USPS postmarked on or before Jan. 5, 2023, to be considered timely received. You may view your tax information and your payment history at www.orangecountync.gov/PayTaxes.  You may make secure credit card payments online here https://pay.orangecountync.gov/.  Note that credit or debit card payments are assessed a service fee by the credit card servicing company. Orange County does not receive any portion of this fee, and you are notified of the amount prior to completing your transaction.

Paint it Orange


For three days, painters from around the southeast have paint en plein air (outside) for Paint it Orange. On Friday, Oct. 7, painters turn in their top three works, often still wet off the easel! The works are judged by an expert juror, awards are announced and then the public is able to purchase the work right off the wall!

The Paint it Orange Wet Paint Sale is a unique opportunity to purchase original art featuring sites and scenery unique to Orange County ranging from landscapes to landmarks and everything in between! Mediums range from oil to watercolor to pastel. The works are in a wide variety of sizes at all price points.

The exhibit will be on view at the Eno Arts Mill Gallery through the end of September. The public is invited to visit the exhibit Tuesday-Saturday, 12-5 p.m.

South Greensboro Parking Lot closed beginning Oct. 17


Beginning Monday, Oct. 17, the parking lot located at 203 S. Greensboro St. will be closed to the public as crews prepare for construction of The 203 Project.  

Alternative public parking lots are located around Carrboro, and a parking map can be viewed here: http://townofcarrboro.org/parking.

Signs are posted onsite with the closure notification and a QR code link to a parking map. Additionally, wayfinding signs are coming soon to direct people to alternative parking options.

Deadline to apply is Oct. 15
OCAS offers grant program for animal welfare initiatives


Orange County Animal Services is offering The Pat Sanford Animal Welfare Grant, a program to support animal welfare initiatives and projects in Orange County, thanks to a generous donation from Friends of Orange County Animal Shelter for that purpose. This is the seventh year the award has been offered, and it will be awarded for initiatives up to $500. Applications must be received by Saturday, Oct. 15, 2022.

The grant can be used for a wide range of pilot or seed projects or to supplement other programs, projects, and grants that support companion animals, including those animals used in recreation or therapy. It is available to individuals, groups, and organizations.

Recipients do not have to live in Orange County, but the funds must be used to aid animal welfare efforts in Orange County. Past recipients include Hope Animal Rescue, Independent Animal Rescue, NC Therapeutic Riding Center, Pet Pals, Trestle Leaf Web Design, Carolina Boxer Rescue, and Our Wild Neighbors.

The program honors Pat Sanford, former Executive Director of the Animal Protection Society of Orange County (APS). Sanford served there for 17 years, where she pushed for spay/neuter to combat the county’s pet overpopulation problem and helped expand the APS twice. After her retirement in 2002, Sanford continued her work for Orange County animals and served on the county’s Animal Services Advisory Board for several years.

Ms. Sanford’s accomplishments are vast and her contributions helped Orange County become one of the leading counties in the state and country for animal placement, recovery, and overall well-being. The grants awarded in her honor will support efforts that exemplify the same dedication and commitment to animal welfare in Orange County. The initial donation will sustain the program for a 10-year period. Additional donations are welcomed to increase the annual award amount and to extend the period in which the grant is awarded.

Orange County to host the Art is History Collection by local artist Gary Owens 


The Orange County Department on Aging is proud to present the vibrant and colorful art of Gary Owens, beginning Friday, Oct. 7.

The Art is History Collection by Gary William Owens is an outsider artist’s reflection of iconic religious, political and cultural figures who have shaped history and influenced the American experience over the last century. The roughly 100 works in the collection feature intergenerational and interdisciplinary subjects in a portraiture form the artist classifies as “caricatures.” The works often feature words and lettering that act as a window into the artist’s feelings about the hopes, promises and ideas associated with his subjects.

Born in Milledgeville, Ga., on March 6, 1943, Owens started painting and drawing in early childhood as a counterbalance to his “inattentiveness” in school. Some of his childhood work is still displayed at Mercer University in Macon, Ga. Owens attended Georgia Military College and graduated from Georgia Southern University.

His Colorful Caricatures Exhibit will be on display from Friday, Oct. 7 – Friday, Dec. 2.
