What is the Road to Zero Waste Master Plan?


Orange County Solid Waste is developing a master plan with the goal of reaching “Zero Waste” by 2045. For the plan’s purposes, Zero Waste is defined as: The reduction of solid waste to nothing, or as close to nothing as possible, by minimizing excess consumption by means of responsible production, consumption, and reuse and maximizing the recovery of material through recycling and composting.

The County is offering several outreach opportunities to receive feedback from community members on the waste and recycling programs they are interested in. These opportunities are the best way to inform the County and elected officials of their interests and hopes for future County programs.

Online Survey


Orange County Solid Waste has released a survey seeking input from Orange County residents and employees. The survey asks respondents to share their opinions on and experiences with current Orange County Solid Waste services and to shape its Road to Zero Waste Plan.

The results of the surveys will inform the Road to Zero Waste Plan and be presented to Orange County's Solid Waste Advisory Group. This Plan will help guide the County’s decision-making for managing trash and recycling.

The survey will take approximately 10 minutes to complete and will be open until December 7, 2022. To let your voice be heard, visit www.orangecountync.gov/ZeroWaste or use the QR code in the graphic below.

Public Meetings


Orange County Solid Waste invites the community to share feedback at four public meetings. These meetings are taking place in conjunction with the development of a Solid Waste Master Plan to reach Zero Waste by 2045. Community members that live or work in Orange County can and are encouraged to attend.

Attendees will have the opportunity to discuss the planning process with Solid Waste staff and take the online survey.

Meet us at the Market!

Orange County Solid Waste staff will be set up at three local farmer’s markets on Saturday, November 12th to discuss the Road to Zero Waste Plan. Residents will be able to complete the Road to Zero Waste Plan online survey and are encouraged to ask questions. This is a great opportunity for families to engage with Solid Waste staff about waste and recycling programs.
