Business Meeting Agenda for January 19, 2021
a. Zoning Atlas Amendment: Master Plan Development Conditional Zoning District (MPD-CZ) for Efland Station (formerly Beaver Crossing)
Due to current public health concerns, the Orange County Board of Commissioners will be conducting a virtual business meeting on January 19, 2021. Members of the Board of Commissioners will be participating in the meeting remotely. Members of the public will be able to view and listen to the meeting and have the opportunity to provide public comment. The public may submit written comments by sending an email to firstname.lastname@example.org. Individuals who wish to speak must pre-register using the instructions included in the agenda.
As in prior meetings, the meeting will be streamed in real-time on the County’s website for public viewing/listening at http://www.orangecountync.gov/967/Meeting-Videos . There will also be real-time broadcast on Spectrum Cable and video-recording for future television broadcast and reference on the County’s website.

4. Proclamations/ Resolutions/ Special Presentations
a. Proclamation Recognizing and Expressing Appreciation to Cordelia Heaney
The Board will consider voting to approve a proclamation recognizing and expressing appreciation to Cordelia Heaney for her devotion and service to the people of Orange County during her tenure as executive director of the Compass Center and authorize the Chair to sign.
b. Proclamation Honoring Dr. Kizzmekia Corbett
The Board will consider voting to approve a proclamation honoring Dr. Kizzmekia Corbett for her role in the development of a vaccine to address the COVID-19 pandemic and authorize the Chair to sign.
c. National Mentoring Month Proclamation
The Board will consider voting to approve a proclamation designating January 2021 as National Mentoring Month in Orange County and authorize the Chair to sign.
d. Presentation of Comprehensive Annual Financial Report for FYE 6/30/2020
The Board will receive the Comprehensive Annual Financial Report (CAFR) for the fiscal year which ended June 30, 2020.
6. Regular Agenda
The Board will receive updates, consider Planning Board and staff recommendations, begin deliberation, and provide direction/take action on an applicant initiated Zoning Atlas Amendment for parcels north of Interstate 85/40, east of Mt. Willing Road, to Master Plan Development Conditional Zoning (MPD-CZ) district. Specifically, the Board will be taking action on an application submitted by Buc-ee’s Limited to
rezone two parcels with PIN numbers 9854-16-1576 and 9854-36-3711 (hereafter ‘the Property’).
The public comment period for 6-a closed at 9:00AM on January 14, 2021. The BOCC will not accept any further public comment. b. Amendment to the Code of Ordinances – Non-Discrimination Ordinance

email address. The Orange County Board of Commissioners, County Manager, County Attorney and Clerk to the Board, will be copied on all of the emails that are submitted. Public Comment – Verbal (for Items not on the Agenda, Agenda Items and Public Hearings)
Members of the public will be asked to contact the Clerk to the Board using the email address firstname.lastname@example.org
no later than 3:00 PM on the day of the meeting and indicate they wish to speak during the meeting.
When submitting the request to speak, include the following:
- The date of the meeting
- The agenda item (example: 5-a) you wish to speak on
- Your name, address, email and phone number
Prior to the meeting, speakers will be emailed Zoom access information and instructions on how to make comments during the live meeting.
