The 2024 Consolidated Annual Performance and Evaluation Report (CAPER) is now available for review and comment. The public comment period is 9/5/2025 to 9/24/2025.
Please share your input on the plan with us: 919-245-2490 or acohen@orangecountync.gov. There will also be a Public Hearing at which residents can share comments on Tuesday, September 16, 2025, at the Southern Human Services Building (2501 Homestead Rd., Chapel Hill, NC 27514).

The U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) provides formula grants to states and localities, called Participating Jurisdictions, to fund a wide range of affordable housing activities including building, buying, and/or rehabilitating affordable housing for rent or ownership.
In Orange County, the HOME Participating Jurisdiction is a Consortium consisting of Orange County and the Towns of Carrboro, Chapel Hill, and Hillsborough, with the County acting as lead entity. In 2017, the Consortium was renamed the Orange County Local Government Affordable Housing Collaborative.
The Collaborative coordinates the funding process for the HOME program, accepts and reviews applications from local housing organizations, and presents recommendations to the elected bodies of each jurisdiction for funding approval. Past agencies that have received Orange County HOME funds have used HOME to:
- Provide down payment assistance to home buyers
- Acquire or develop affordable homes for rent or ownership
- Rehabilitate owner-occupied homes
- Provide tenant-based rental assistance
PLEASE NOTE: Individuals CANNOT directly apply for and receive HOME funds. The funds are awarded to organizations that then use HOME funds for the eligible purposes above.

HOME Application for FY24-25 Program
Orange County’s HOME funding applications are accepted once a year and are reviewed by the Collaborative, who provide a recommended funding plan that is reviewed for approval by each jurisdiction in the spring of every year.
Orange County will have approximately $512,000 in HOME funds, local match, and program income to award to FY24-25 HOME projects.
Applications for the FY24-25 HOME program were due on February 21, 2024. You can view the FY 24-25 HOME Program Application and Scorecard at the links below.

HOME Plans, Reports, and Forms
- The 2025-2030 Consolidated Plan Draft is the Orange County HOME Consortium’s five-year plan for using HOME and other funds to address priority housing needs in the county. Other associated documents include:
- The 2020-2025 Consolidated Plan
- The 2020 Analysis of Impediments to Fair Housing identifies barriers in Orange County to affirmatively furthering fair housing.
- The Residential Anti-Displacement and Relocation Assistance Plan describes the County's responsibilities if HOME or other Federal funds are used for projects that result in displacement of low-income households or demolition of affordable units.
- The Citizen Participation Plan describes the County's process for involving residents in planning and funding decisions for Federal housing and community development funds.
- The 2025 Annual Action Plan is the Consortium's annual plan for FY 2024-2025 HOME Funds. A Public Hearing will be held to receive input on the draft Annual Action Plan. The Public Hearing will be during the Orange County Board of Commissioners business meeting on April 16, 2024 at 7:00 PM. Details can be found in English and Spanish.
