[ARCHIVED] Kelly Guadalupe Appointed County’s First Strategic Planning Manager

Orange County has appointed Kelly Guadalupe as the county’s first Strategic Planning Manager, Orange County Manager Travis Myren announced. The Strategic Planning Manager position was created to facilitate achieving the Board of County Commissioner’s strategic goals for a comprehensive five-year Strategic Plan that lays out the priorities to guide policies and budget decisions from 2024 through 2028.

“Kelly’s experience with evaluating and measuring progress on strategic goals and performance metrics as a Budget and Management Analyst for Orange County makes her a great choice for this new position,” said Myren. 

The Orange County Board of Commissioners approved a comprehensive Five-Year Strategic Plan for the county at its February 20, 2024 meeting. The plan includes seven Guiding Principles: Communication and Awareness; Inclusivity and Engagement; Dedication and Respect; Stewardship and Advocacy; Partnership and Collaboration; Social Justice; and Climate Action and Sustainability.

The plan identifies six strategic priorities, as well as objectives and performance measures for each priority:

  • Environmental Protection and Climate Action
  • Healthy Community
  • Housing for All
  • Multi-Modal Transportation
  • Public Education/Learning Community
  • Diverse and Vibrant Economy

“I am thrilled to begin this new role in which I will be able to collaborate with people throughout the county to achieve our vision for the future,” said Guadalupe.

Prior to working in local government, Guadalupe was a human-centered design advisor for an international reproductive health NGO. She earned a Master of Public Administration from North Carolina State University and a Graduate Certificate in Policy Analysis.
