The Orange County Tax Department reminds property owners that the countywide revaluation of all real estate—including residential and commercial properties as well as vacant land—will become effective as of January 1, 2025.
Revaluation, mandated by North Carolina law to occur at least once every eight years, updates property values to reflect current market conditions. Orange County adheres to a four-year revaluation schedule, with the previous revaluation implemented in 2021. This process ensures that property assessments remain equitable, aligning with shifts in market trends, economic factors, and development.
“Revaluation is critical to ensuring fairness in property taxation,” said Nancy Freeman, Director of Orange County Tax Administration. “It allows property owners to contribute their fair share toward essential community services, including law enforcement, emergency medical services, education, and public health, based on accurate and up-to-date property values.”
Key Information for Property Owners:
- Revaluation Notices: Property owners will receive revaluation notices in mid-March 2025. These notices will detail the new appraised value of each property.
- Appeal Process:Property owners who disagree with their assessed value have opportunities to appeal that value.
- When the revaluation notice is received, and until April 30, 2025, property owners may file an informal appeal. Instructions for submitting an appeal will be included in the notices and are also available online at https://orangecountync.gov/878/Revaluation. Beginning May 1, 2025, property owners may file a formal appeal to the Orange County Board of Equalization & Review, through the Board’s adjournment date of July 31, 2025.
- Because this is a revaluation year, the appeal period is different than most years. It will begin when the revaluation notices are mailed. It will end when the Board of Equalization and Review adjourns, and the adjournment has been extended so that property owners have plenty of time to appeal.
- Beginning May 1, 2025, property owners may file a formal appeal to the Orange County Board of Equalization & Review, through the Board’s adjournment date of July 31, 2025.
- Tax Bills and Rates: Property taxes are based on the assessed value and an annual tax rate set by local officials, usually in June.
Assistance and Payment Options:
Some property owners may experience increased property tax bills as a result of the revaluation. Individuals who meet specific requirements under North Carolina General Statutes may qualify for tax relief or special programs, such as reduced taxes for those with limited income, or for elderly or disabled individuals. To simplify tax payments, the Tax Department is introducing a new Payment Coupon feature for tax bills of $100 or more.
