Who We Are
The Orange County Partnership to End Homelessness (OCPEH) is a coalition of service providers, local governments, and community members, including those with lived experience, working collaboratively to end homelessness in Orange County, North Carolina. OCPEH is also the lead Collaborative of Care (CoC) for Orange County, coordinating funding opportunities and sharing best practices to strengthen local efforts. OCPEH was established and is supported by four municipalities: Orange County, Chapel Hill, Carrboro, and Hillsborough, North Carolina. An Executive Leadership Team guides the coalition’s strategic direction, operations, and long-term vision. As the lead CoC, OCPEH leads strategic planning and system-wide coordination for the county’s homeless response, ensuring resources are effectively allocated and services are consistent across the region. OCPEH manages the Coordinated Entry System (CES), which serves as a single point of access to housing and services, helping prioritize individuals and families based on need. Through data collection and analysis via the Homeless Management Information System (HMIS), OCPEH tracks service outcomes, identifies gaps, and informs policy decisions. Additionally, it helps manage federal and state grant funding and facilitates collaboration among a broad network of community partners. This coordinated, data-driven approach strengthens the county’s ability to reduce homelessness and support long-term housing stability.
