Department of Social Services

Purpose

The Orange County Department of Social Services exists to provide protection to vulnerable children and adults, economic support to low-income individuals and families in crisis, and intervention services to at-risk persons residing in Orange County. The agency is the access point for most state and federal human services programs.

Applications and additional information about all programs are available at both Orange County office locations.

Benefits

North Carolina Department of Health and Human Services uses an online benefit estimator tool that can help determine whether you might be eligible for benefits.  Actual eligibility determination must be done at the Department of Social Services.

Medicaid Applications

Medicaid applications can be downloaded through this department. Applications for the Food and Nutrition Services Program can be download in an English Version (PDF) or a Spanish Version.  Applications should be mailed to the agency to be processed.

Important Message for Orange County SNAP (FNS) Recipients

Because of the federal government shutdown, the U.S. Department of Agriculture (USDA) has informed states that funding for SNAP beyond Oct. 31 may not be available. This means your November 2025 benefits could be delayed, reduced, or temporarily unavailable if the shutdown continues.

What You Should Know

  • October benefits have already been issued and are available on your EBT card as usual.
  • November benefits are not guaranteed currently. The state of North Carolina and Orange County DSS are waiting for federal guidance.
  • If the shutdown ends before Nov. 1, your benefits may still be delayed but should come in November.
  • If it continues, there may be a longer delay in benefits or a temporary pause.

What You Can Do Now

  • Plan ahead:Use your October benefits carefully and prioritize essential grocery items.
    • You can check your balance using the ebtEDGE app or by calling the number on the back of your EBT card.
  • Stay informed: Check the Orange County DSS website and social media for official updates.
  • Keep your contact information current with DSS so you can receive alerts or mailed notices.
  • Find food support if needed:

What The County Is Doing

  • Orange County Social Services is coordinating with state agencies and tracking federal updates around FNS funding and distribution schedules.
     
  • Orange County Social Services and the N.C. Cooperative Extension - Orange County Center are working with local food assistance partners (food banks, community organizations) to plan for increased demand in case of benefit delay or reduction.
